The California Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project (HVIP) is a unique and streamlined program to help speed the early market introduction of clean, low-carbon hybrid and electric trucks and buses. HVIP accomplishes this by addressing the biggest barrier to the purchase of medium- and heavy-duty hybrids: the high incremental cost of these vehicles in the early market years when production volumes are still low.   • Carl Moyer VIP Funding
    Voucher Incentive Program

    The goal of VIP is to reduce emissions by replacing old, high-polluting vehicles with newer, lower-emission vehicles. VIP funding is distributed through the Air Resources Board and then to the local air districts. This program is limited to owners/operators with fleets of 10 or fewer vehicles that have been operating at least 75% in California during the previous 24 months. The goal of the program is to reduce emissions from in-use heavy-duty trucks in small fleets by replacing older engines with Model Years 2013 (or newer) emissions compliant models. California Fleet Solutions works with VIP approved dealers throughout California and can help you navigate the process and find a dealers you can TRUST!

    Program Highlights:

    • First come, first served basis (no application deadline; open until funds are exhausted)
    • Applicant is notified within 5 business days of submitting application for funding
    • Fleets of 10 or fewer (Over 14k GVWR)
    • Maximum of $60,000 available per truck for replacements and $10,000 for retrofits

    Truck Improvement/Modernization Benefitting Emissions Reduction

    The Carl Moyer Truck Improvement/Modernization Benefitting Emission Reductions (TIMBER) Program provides a streamlined approach for replacing older, high-polluting heavy-duty log trucks with cleaner-than-required log trucks.

    TIMBER funds help reduce some of the costs associated with replacing a log truck with a new (not used) log truck. Voucher amounts range from $10,000 to $60,000*.

    In general, the older the engine model year and the higher the yearly mileage, the larger the funding award. A fleet must have log truck(s) with at least 75 percent of their operation (miles traveled or fuel consumed) over the last two years within California (partial registration for three months per year may still be eligible).   • Proposition 1B
    Heavy Duty Truck Funding

    Proposition 1B refers to the Goods Movement Emission Reduction Funding Program. Prop 1B funding originated from the transportation bond approved in 2006 that included one billion dollars to fund projects that reduce air pollution associated with freight movement along California’s trade corridors ( see map). It is administered through the local air districts by the ARB. Up to $200,000 of funding is available through the Prop 1B program. Applicants may apply for direct purchase, as well as lease-to-own programs. The program provides financial incentives to truck owners and operators as a strategy to reduce diesel-related emission from freight movement activities. California’s Prop 1B funding program has financed the purchase of hundreds of new and used compliant trucks.

  • CalCAP
    California Capital Access Program

    The California Capital Access Program (CalCAP) is administered by the California Pollution Financing Authority in the State Treasurer’s Office. The CalCAP loans are for any small business – including truck and fleet owners. The program helps California truckers comply with diesel emissions regulations through a $48 million loan guarantee program operated in partnership with the California Air Resources Board. The funding allows truck, fleets and off-diesel equipment owners to receive loans to cover expenses relating to becoming compliant. CFS is responsible for securing many CalCAP loans on behalf of clients. In fact, CFS secured the 100th and the 500th CalCAP loans for two of its customers.
